Seal Beach was first settled in 1901 by Civil War veteran J.C. Ord, who coincidently was also its first mayor, and originally was called Bay City. It was incorporated in 1915 as Seal Beach. In the early summer of 1916 the Jewel City Amusement center began operation and a large fun zone was established along the newly constructed pier. Unfortunately, three years later, prohibition sealed the Fun Zone’s fate and it fell into to disrepair by the late 1920’s. In 1944 the Navy purchased some land it was using here for WWII and permanently established a Naval Weapons Station for the Pacific Fleet. Later, in 1961, Leisure World was conceived and constructed on 500+ acres of Hellman Ranch. Leisure World officially became part of Seal Beach in 1964 and has been the home of numerous retired American since that time.
